Navigating the currents of AI’s possibilities and ethics, this is ETH student Kilian Teck's account from Davos last week.

Few places make the tension between technological promise and ethical responsibility as tangible as Davos during the World Economic Forum (WEF). On Wednesday, January 21, I had the pleasure of experiencing the WEF in Davos, with a particular focus on artificial intelligence and the role of science in diplomacy.

At the Rosenberg House, high school students presented their thoughts on the responsible use of AI and the necessity of addressing this rapidly advancing technology as early as possible in education. It was wonderful to see young minds beginning to tackle prominent societal issues, such as the rifts that can emerge when powerful tools are not accessible to all. During an informal lunch, I greatly enjoyed probing their planned projects and discussing current scientific limitations.

The spirit of Davos and a lovely view from the Schatzalp. Photo credits: Kilian Teck

The WEF is fundamentally about dialogue. Meeting new people, being introduced to new perspectives, and gaining access to a deep pool of expertise from professionals across disciplines are among the highlights of the experience. Together with newly made friends from the Australian Council on Foreign Relations, a unique ‘do-tank’ and a forum for corporate diplomacy, we headed to the House of Switzerland for a panel on foresight and strategy in the age of AI. On the way, Air Force One’s helicopter was just arriving, and the panel was later overshadowed by a harrowing speech by the President of the United States of America. That day, many heads were shaken in disbelief—not only in Davos, but around the globe.

A particularly memorable takeaway from the panel was the harsh reality that foresight, whether corporate or governmental, must always account for even the unthinkable. Especially in today’s turbulent times, in which it seems that every “piece of ice” is fair game in the geopolitical landscape.

Viewing the speech by the US President at the Crystal Lounge, House of Switzerland. Photo credit: Kilian Teck

The evening concluded with more food for thought at RETHINKING Science Diplomacy at the Physical Meteorological Observatory. Professor Mesot opened the event with an anecdote from the COVID-19 pandemic, highlighting how crucial it is for scientific institutions and governments to come together and collaborate more closely than ever in times of crisis. The discussion emphasized the push and pull surrounding scientific facts, underlining that the supply of research is only meaningful when there is an equivalent demand from the public. One of the major challenges of our time is reinvigorating an appetite for tested and proven facts over populist headlines that feed on ever-increasing angst.

There is clearly much work ahead. I fully agree that the scientific community has a responsibility to actively engage in outreach to broader society. While there are many worrying developments, there are just as many positive efforts aimed at addressing challenges constructively and maintaining lasting trust.

As trust in institutions falters and global challenges grow, science diplomacy may be the bridge we cannot afford to ignore.

“Science speaks facts; diplomacy can make them travel.“

This simple yet powerful idea set the tone for ETH Zurich’s RETHINKING Science Diplomacy session last night during the World Economic Forum’s Annual Meeting in Davos. Moderated by Chris Luebkeman from ETH’s Foresight Hub, participants gathered to unpack an increasingly urgent question: how can science and diplomacy work together in a world marked by geopolitical tension, misinformation, and declining trust in institutions?

Following a number of notable statements by world leaders relating to the topic earlier that day and throughout the week, the context was very poignant. What became clear over the course of the evening’s discussion was that science diplomacy is no longer a niche concept, but a necessary practice, although it is under pressure from multiple sides.

When Facts Meet Friction

For ETH President, Joël Mesot, the urgency of science diplomacy became tangible during the Covid‑19 pandemic. Involved in setting up Switzerland’s national Covid Task Force, he witnessed first-hand how difficult it can be to translate scientific evidence into decisions that resonate with public administrations, policymakers, and the broader public.

The pandemic exposed a stark reality: knowing the science is not the same as ensuring it is understood, trusted, or acted upon. Louise Harra, host of the event as the Director of the PMOD/WRC, echoed this concern, emphasising that international collaboration only heightens the need to bridge this gap. In an interconnected world, the challenge is not merely generating knowledge, but ensuring it travels across borders, institutions, and audiences.

The PMOD/WRC (ETH Zurich / Andreas Eggenberger)

Defining Science Diplomacy: Why Language Matters

What exactly do we mean by science diplomacy?

For Marilyne Andersen of GESDA, it is fundamentally a mutually beneficial relationship: science and diplomacy need each other to function effectively. Scientific evidence requires political context to have impact, while diplomacy depends on credible knowledge to make informed decisions.

Maryline Andersen, Director General, GESDA. Photo credits: Andreas Eggenberger / ETH Zurich

Effy Vayena, ETH’s new Vice President for Knowledge Transfer and Corporate Relations, added another layer, describing science diplomacy both as an aspiration — building bridges and shared goals — and the mechanism that make those goals achievable. While science diplomacy has existed in various forms for decades, she argued, we are now at a moment where its direction and future deserve renewed attention.

Effy Vayena, Vice President for Knowledge Transfer and Corporate Relations, ETH Zurich.
Ludwig Moeller of the European Space Policy Institute offered a compelling metaphor: science provides the destination, diplomacy the vehicle. Facts alone are not enough, especially in a landscape filled with noise, oversimplification, and at times, deliberate misuse of evidence. The challenge lies in communicating opportunities, not just problems, without losing nuance or credibility.

Chris Luebkeman (left) introduces H.
Trust as the Common Currency

If there was one word that surfaced repeatedly, it was trust.

Trust in institutions has eroded in recent years, partly because science and diplomacy have not always delivered solutions to pressing global problems, or because science has been selectively used to serve political agendas. As scientific knowledge becomes a driver of power and geopolitical tension, the risk of misuse only grows.

And yet, this is precisely why science diplomacy matters. Trust in science and in the values that underpin it, remains an asset. The task ahead is to ensure that science does not become merely transactional currency, but remains a shared enterprise aimed at the common good.

As one participant put it, trust often trumps evidence in relationship‑building. Narratives matter, and scientists are not always equipped or encouraged to tell their stories in ways that resonate with policymakers.

Building Bridges Deliberately

So how do we move forward?

Several practical steps emerged from the discussion:

Prepare early, especially during moments of transition, when future directions are visible but not yet fixed.

Create spaces and mechanisms for dialogue, building on successful examples of joint initiatives, such as was shown during the pandemic response.

Stay close to decision-makers, understanding their needs, constraints, and incentives.

Engage the public, recognising that public trust and science diplomacy are deeply intertwined.

Science diplomacy is not a nice-to-have. It is about shaping destinations — from digital sovereignty to security, sustainability, and global health — in ways that serve shared interests.

At ETH Zurich, with its strong scientific credibility and global networks, and its newly launched Einstein School of Public Policy, this responsibility is especially clear. As global challenges grow more complex, helping science travel wisely, responsibly, and with purpose, may be one of the most important roles we can play.

From left to right: Chris Luebkeman, Marilyne Andersen, H.
ETH Zurich’s RETHINKING Living series recently held a talk at the academic end of the World Economic Forum in Davos for a panel discussion on exploration. As laid out by host Chris Luebkeman, Head of Strategic Foresight at ETH, “Today’s profound changes to our lives like climate change, biodiversity loss, contested democracies, global pandemics, wars and technological upheavals bring great challenges. But within them also lie powerful opportunities a chance to seek bold solutions.”

On hand to discuss how we can explore, understand and protect our planet are Sascha Quanz, Professor of Exoplanets and Habitability at ETH, historian Amanda Bellows from The New School in New York City, and Swiss explorer, psychiatrist and clean technology pioneer Bertrand Piccard.

Piccard starts off with a definition: “Adventure is when it’s the first time for you, but it’s already been done; exploration is when you do something no one else has done, or you find something no one else has.”

“Explorers are also people like Carl Gustav Jung, who discovered archetypes,” he continues. Or Henri Dunant, who was the first to see the humanity behind collecting wounded soldiers off the battlefield, eventually founding the International Committee of the Red Cross and saving millions of lives. “This counts as exploration. If someone tells you it’s impossible and useless, it’s probably exploration,” says Piccard.

During the panel discussion (ETH Zürich / Andreas Eggenberger)

The work of Quanz and his team fall under ‘find something no one else has’. “We look for planets around other stars: Are they similar to ours? There should be plenty of them, but we don’t know if they are earth-like. Earth is the only planet in the cosmos that has life on it – I checked this morning to see if that’s still true,” he laughs.

In answer to the question of whether looking through a telescope is really exploration, given that we might think space has already been nicely mapped out, Piccard speaks in defence of Quanz’ work: “Of course it is, because it hasn’t been done the way it’s been done up to now.” The panel agrees that exploration is no longer about people heading out to find an easier route to India.

An engaged audience (ETH Zürich / Andreas Eggenberger)

Bellows explains: “We call this ‘chasing dragons off the map’,” referring to the old charts where cartographers would put illustrations of monsters at the edge of the then-known world. But while historical Europeans went off to find lands for the acquisition of resources and the exploitation of indigenous people, today’s goals are shifting towards the more commendable. Bellows says they now tend to include things that aim to be good for the planet, such as the conservation of land and animals, and be about – instead of acquiring physical goods – gaining knowledge. “I hope that is the direction [in which] we will continue to go,” she adds.

As an astrophysicist, it’s no surprise that Quanz also believes the major gain from his work is knowledge. He reminds the audience that in addition to the Hubble Space Telescope orbiting the Earth and the James Webb Space Telescope orbiting the sun, construction is ongoing on the terrestrial Extremely Large Telescope in Chile. “Having bigger mirrors means you can look at fainter objects and finer details of things,” Quantz explains.” While it’s hard to pinpoint what we humans will learn from this more detailed level of astrophysics, he assures us the findings are “going to be transformational”.

From left to right: Chris Luebkeman, Bertrand Piccard, Joël Mesot, Amanda Bellows, Sascha Quanz (ETH Zürich / Andreas Eggenberger)

Meanwhile, Piccard’s frustration over how the world is being run in the midst of a climate crisis has motivated him to try to contribute to sustainable solutions. His new Climate Impulse project comprises a zero-emission plane powered by two tanks of liquid hydrogen. Together with French navigator Raphael Dinelli, Piccard plans to circumnavigate the globe in 2028 over nine days. Their mission is to “show that we can do much more than we think and to say ‘Stop complaining about what you see, try to do your part, bring your contribution to a better world’.” Piccard also “begs that people who believe it’s impossible would not disturb the people trying to do it”.

Luebkeman asks Bellows about lessons we should be learning from history as we go forward. She thinks the primary objectives of any explorer are key. Are they looking for fame, glory or money? The focus should be on the drive for knowledge, or better yet, getting people to work together to accomplish common goals, she believes. Self-confidence is healthier than ego.

The discussions continued during the apéro (ETH Zürich / Andreas Eggenberger)

“Robert Peary, Matthew Henson and the four Inuit men they were with, all made it to the North Pole,” Bellows explains, “but Peary took all the glory for that. It was all about him. I think that maybe isn’t the model we want in future. But I do think having confidence that you can accomplish your goals and that it’s important to try in the face of naysayers – that’s a healthy confidence that explorers in the past have had, that helped them succeed.”
